Sub-tasks

• Support multiple resource limits in Cluster Autoscaler
  • Implement resourcequotas package containing logic for handling resource limits ([Granular resource limits] Add support for granular resource quotas #8662)
  • Compatibility layer for cluster-wide limits
  • Refactor scale up orchestrator and scale down planner to use the new resource limits logic
  • Clean up legacy resource limits implementation
• Introduce AutoscalingResourceQuota (ARQ) API
  • Create AutoscalingResourceQuota CRD
  • Integrate the CRD with the resource limits logic
  • Control ARQ enablement with a CLI flag or a feature gate
  • Implement ARQ status
