[Serializer] Add PRESERVE_CONTEXT_TIMEZONE_KEY to DateTimeNormalizer

Adds DateTimeNormalizer::PRESERVE_CONTEXT_TIMEZONE_KEY to the `DateTimeNormalizer` section
