This adds SPDX tags to all files (and to a dep5 file for those that can't have comments, like Unity meta-files). see https://reuse.software for info and the tool. With this, it passes
reuse lint, and soreuse spdxshould be able to give you a software license BOM (though there's a bug in the tool on this repo, I'll report it shortly)Builds on #54 to avoid having to modify things that will go away.
This also adds CI for pull-requests and pushes, making sure that REUSE compliance is kept and that it builds on the required platforms.
