chore(deps): bump @octokit/request from 8.4.1 to 10.0.5 in packages/github

@octokit/request@8.4.1 has js/regex/missing-regexp-anchor issue here that has been fixed in the later releases. So, I am bumping it to the latest version including transitive dependencies to exclude this issue from the @actions/github package and now dependency tree looks like this:
