Fixes #3510

Changes:

• Synced all locale files with current en-US structure
• Replaced deprecated SubmitSaveAllSettings key with SaveAccountDetails across all languages
• Updated Settings context in AccountView to consistently display "My Account" equivalent
• Removed outdated keys consistently from all locale files

I have verified that this pull request:
